GOVERNO E POLITICA: LA DIFFERENZA TRA VICE MINISTRO E SOTTOSEGRETARIO

14.5.2008- Per il momento sono stati nominati solo i Sottosegretari e non anche i Vice Ministri.la differenza non e’ da poco . Vediamo:
VICE MINISTROLa figura del Vice Ministro e’ prevista dalla L.81/2001 –Il Presidente del Consiglio sottopone all’approvazione del Consiglio dei Ministri la delega  da assegnare a quel determinato Vice Ministro cosi’ come indicato dal Ministro titolare di quel dicastero. In pratica il Ministro indica il Vice Ministro e la delega da assegnargli,Il PresIdente del Consiglio la recepisce e la sottopone all’approvazione del CDM che nomina il V.M. – Il Vice Ministro e’ incaricato di dirigere politicamente un’intera area ministeraile corrispondente a uno o piu’ Dipartimenti o Direzioni Generali. .Il Vice Ministro puo’ partecipare al Consiglio dei Ministri senza diritto di voto
SOTTOSEGRETARI
La dicitura esatta del Ministro e’: “Ministro Segretario di Stato”. Pertanto il Sottosegretario e’ il Segretario del Ministro  verso il quale e’ subordinato . I Sottosegretari vengono nominati dal Presidente della Repubblica su proposta del Presidente del Consiglio dei Ministri unitamente al Minsitro che lo propone . Non partecipano al Consiglio dei Ministri e  non hanno competenze proprie. I compiti sono decisi dal Minisro che delega loro alcune  materie.  Il Sottosegretario e’ un parlamentare ed un politico. Puo’ rispondere alle Camere al posto del Ministro.
